Need more information. Are you talking about how to assign instruments, working with the Score Manager, rearranging the order of the staves, or something else?
It is an online "manual" accessible via the Help menu item. No printed or PDF manual, I am afraid (which is a bummer sometimes).

I don't use the Finale PDF routine anyway. I long ago bought a separate PDF routine that works through my Print routine. I use it for lots more than Finale.
On the Mac, look for it under the Print routine. (No idea why; I usually use the Windows version.)
