When Finale loads playback sounds (even if you do not play back) it counts as a change. MS Word, Adobe Pagemaker, etc. do not have this situation.

You are best off using a temporary percussion track to create your own eighth-note-based click track, which you can do away with later.
Hope were trying this on a copy of the original file.
It also works for me in the Windows version of Finale.
