Try "Page Layout/Page Size/Concert", then also go to "File/Page Setup/Any Printer and create a custom size of 9 by 12. I could create a nice 2-up pdf that way.
When I unchecked "Update Automatically" in document options it worked.
It turns out that if you uncheck Update Automatically in "Document Options/Multimeasure Rests" the numbers don't revert back to two. So, I guess it works! :-)
