Finale 2014.5, Windows & Pro

I am creating a new file and when I get to the of it, I need to add 8 additional measures, when I try to add the measures, it puts them on top of the last system with a left margin half way across the page.  It numbers the additional staff but will not allow me to add measures to a new staff (line) of music.  I have never experienced this problem before and I have tired adding measures, measure stacks, adding a staff, unlocking the staff and I get nothing...which is frustrating 8 measures from the end!  I will take it home to night and try it on my Mac, but this is very unusual.
