Assign Keyboard Shortcuts to Function Keys

Anyone know how to assign Keyboard shortcuts to function keys within finale? Meaning for example - when I push F3 it brings up the staff tool

We need to know your OS, Finale version, etc.

Admins, this should part of the signature!

10.6.8 Finale 2012 - long story, but I need to do it within finale so I can send the files to someone and have the Function key shortcuts be consistent. I know there's a way to do it in Quick Keys or within the computer, but that won't work here.
