Lead Sheet starts creating a new staff line each measure

Sometimes when reworking a lead sheet by adding extra measures Finale starts creating a new staff for each measure.

I'm on Windows with Finale 2014.5

You probably mean that Finale starts creating a new system for each measure.

Are the new systems locked?

If yes, then unlock the new systems, and Update Layout.

And often, as soon as one begins work those system-wide measures collapse into a normal width.
