Context-click the repeat handle.

In the context menu, choose “Edit Repeat Assignment…”.

You probably need the repeats to show on the Top Staff, in the score as well as in the parts.

But you can also choose/create a Staff List.

Thanks for the reply.  But I can choose Top Staff or I can set up a staff list, neither works.  Some parts do not even show the DC al coda, others show it but have no handle.

The culprit could be the Staff Attributes - or a staff style.

Are some of the staves set to, not display “Endings and Text Repeats”?

Yes, that helps a lot!  Now the DC al Coda is showing up on all the parts, so I can publish the arrangement.  It still doesn't have handles in the parts, but I can control that by placement in the score.
