Hey folks........ trying desperately to create an empty bar so I can write a whole note diamond at the end of a chord chart........ When I add a measure, Finale creates a bar with rhythm slashes and it can't be altered.....

If you add a bar to the end of a file, Finale doesn't just add slash notation on its own - you must have done it yourself somehow. What you need to do is remove the slash notation Staff Style, enter a regular whole note, and add the Rhythmical Notation Staff Style which will convert the whole note to a diamond whole on the middle line.
