Do you have any real (rather than automatic) measure rests (or dynamics that ought to be assigned to the staff below) in the passage you want to optimize?

I don't want optimize...

I want the three staves but Finale optimize even if there is music in the staff...

Have you tried doing this without using the TG Tools?

Since the included TG Tools do not include an optimize option, have you checked Tobias's site/support to see if there is help there?

Are the full TG Tools all compatible with High Sierra?

(I don't understand the difference between the top image and the bottom image.)
