Yea, Finale opens and hides menus as it thinks you need them. Go to the Tools menu and scroll down to Graphics. The Graphics menu will now appear. You'll see Export pages in the resulting dropdown. Click on tiff or whatever file type shows up in the window to see that menu. Now you can select PDF.

The Graphics Tool can also be found in the Main palette. Scroll over the icons till you see it. Click and that will also make the Graphics menu appear at the top.
