Win 10; Finale 25.5.0.290 For the life of me I can't figure out how to make 2 half pages (top half of page 1, top half of page 2) into one full page. How to move page 2 to the bottom half of page 1.

Without examining the actual Finale .musx document we can only guess.
My first guess would be that you (in-advertently) have inserted a Page Break in the system at the top of Page 2.
Switch to the Page Layout Tool, and look for a “Page Icon” at the beginning of the top system.
To get rid of the Page Break, select (from the Page Layout Tool) the top system, and use the Page Layout menu to delete the Page Break,
