Can you show us an image of what you mean?

(ALT+PrtScr will capture the top window in Windows 7 and allow you to paste it into Paint for cropping, etc.)

Can you drag the irregular (highlighted) symbol to the bottom of your list, or widen the entire pallet, to see what happens?

I also do not know how much you have customized your version of Finale, but you could also try renaming the FINALE.INI file and moving it (temporarily) to the desktop. Finale should then recreate the default ".ini" file. If tha solves the problem, you can delete the renamed file on your desktop. If not, you can decide whether to restore your original ".ini" file or go with the new one.

The FINALE.INI file should be found in 

%AppData%\MakeMusic\Finale 2014
