Here are the minimum system requirements
Looks fairly minimal to me, frankly. Beyond that, what else do you use your PC for? More of a question for you to answer for yourself than for me. If your current setup meets those requirements but keeps crashing, why?
Of course, those are just minimums. More VIs and effects benefit from more RAM. An i5, i7 or i9 is certainly faster and more robust than a Core Duo (can you even buy those anymore?). Memory leaks are a fact of life—especially with constant internet usage and more RAM gives you a larger buffer before this crashes your system. BTW, if you aren’t rebooting daily, that could be part of your current problem. For that reason, I wouldn’t have less than 16G and am only comfortable with 32G. Finale is not the only app I run, however.
Storage? It’s ok (but not necessary) to have your VI libraries on an external drive (USB 3.1 on a new system) but everything else should be on the boot drive which should be a large SSD nowadays.
Notice that high resolution displays are not currently supported on Windows. 5K support on the Mac is new with 26.
Brands? I haven’t a clue. I live smack dab in the middle of the Silicon Valley and everyone I know can build a PC for me—and so can I— but my preference is the Mac and I’m shopping for a new one right now.
