Fit Measure Tool Grayed out Finale 2014.5

I am currently using Windows 10 and Finale version 2014.5. Upon selecting the fit measure tool, I noticed that this option is grayed out. I've tried to select a region of 4 measures and then double click, I've also tried to use the shortcut tool (Ctrl M). Does anyone have any suggestions as to why this may be happening, and how to resolve this issue? Thank you.

If it worked in the past, but now it doesn't, restart the computer.

I select the measures with the selection tool, and then go to the tool. (No double click.) Is this what you do?

are you in page view? (it's not applicable in scroll view)

I was in scroll view and it was grayed out.
