I select "Smart Shape Options..." then change the dashed line width of "Octave Up (8va)" but as soon as I click OK all of the crescendo / decrescendo items get changed but not  the 8va items.  Is this a bug or am I doing something wrong?

Looks like you are changing the line width in the wrong place (such as in the left column, under Crescendo/Decrescendo). Change the width in the right column at Line Thickness and you should be OK.
