Placement is erratic. Sometimes the arrows work, other times the arrows do nothing to the placement of the text. What is the reason why the text is not properly located right under the pitches?

My first guess is that you must be in the correct Verse/Layer.
From the Selection Tool, double-click on the lyric.
Finale will select the lyric, and switch to the correct tool, verse, layer.
