Is there a way to access menu items by using Keyboard Maestro, or some other program, on a Mac?

For instance, if I want to get to a plug in or make multimeasure rests, or whatever, I can't seem to find a way to get hotkeys to get into menu items, especially nested ones. Finale25 Macmini
