Finale can - via the Graphics Tool - export as EPS, but also as PDF. Both graphic formats are vector graphics. Instead of exporting as an EPS file, try exporting as a PDF file. - It works for me.

The missing measures could be hidden inside a multimeasure rest. Try this: Selection Tool. While viewing the part, Select All, and go to Edit menu > Multimeasure Rests > Create
