The ARIA window is "cut-off" on the right side. Also, this window cannot be re-sized by the usual clicking on the edges. v26 Windows 10

As well, I don't even get or see the bottom horizontal strip (where it says 'empty' etc.)

me too, exactly as your photo shows. Also, this window cannot be changed in size by the usual technique of clicking on the edges.
