i’ll add that I did also use the simple rest entry tool to overwrite the default whole rest with the whole rest from the tool thinking that might work but still ran into the time signature problem.

The latter is how I define success. That said I haven’t/don’t know how to confirm the former.

I tried converting it to a real whole rests using the plugin with no success. I've added a ticket for it, here's hoping it actually is user error and easy to resolve.

I'm experiencing the same issue. Whole note rests don't seem to keep 4 beats when time signature is converted. Instead they become a 3/4 whole note rest and the subsequent measures on that staff do...
