You can copy and paste, using Show Active Layer Only, to avoid overwriting the notes in other layers. You might also look at JW Staff Polyphony, to see if that will do what you want.

Well, since I’ve never had that happen - ever - I suspect the problem is somehow at your end. Sorry. Generally, double-clicking on any element will switch you to the proper tool and layer.
Have you tried the demo of 26? Many of us have found that the delay issue seems to be fixed.
