Can you both describe your problems? How are you trying to change the tempos?
Put an a tempo at the start of that next measure. Otherwise, the rit. will continue.
Try restarting the computer. If that doesn't help, trash the preference files.
As far as I know, that has always been the case. You might try recording into Audacity, and converting to an MP3, there.
