You can very easily create an expression (even a text expression) with 2 slashes in Maestro.

And the text block should be created via Text menu -> Inserts -> Part/Score name.

If the problem is the size of the main window, enlarge it manually and save preferences (File menu).

And if you have the full version of Finale, you can use a plug-in : "Add Cue Notes'

In the "full" Finale, in the chord menu, there is is a choice of Chord styles, and German is one of them. I don't know about Songwriter...
