Does the sound only occur for that particular electric bass instrument? What VST are you using to generate the sound?

Just restarted mine successfully to make sure a Windows 10 update was not to blame, so I expect you can rule that out.
Perhaps https://www.scoringnotes.com/ has a comparison on its site. It has been several versions since I tried out Sibelius, but I would not switch to it from Finale.
