My recollection is that starting playback with SPACE+Click does not access Human Playback, but I have never known it to ignore tempo, albeit I do not use it often.
I feel bad for your less than optimal situation. I have never experienced any of these problems (and am not sure I understand what you are describing in #4, not knowing what you mean by "top buttons."
Did you only pull down the Repeat menu or use a right-click context menu, that appears when you select the Repeat Tool, or did you double-click a selection in the staff for the repeat panel?
What computer Operating System and version are you using?
