I don't believe it was a mistake. I think it is a stylistic thing in older music. (I may be wrong, but I have seen it before). Either way the easiest way to do it I think is to let the dotted quart...

I'm copying music in 9/8 time and traditionally a dotted half takes up a full measure. When I try and do this in Finale I get a dotted quarter rest. How can I have a dotted half without a rest.

I just answered my question. If you pick the bar you want repeat and you use menu rather than tool you can get a first and second ending in every part. Seems like it should also work with the repea...
