I would like to start with number 20 instead of 1 at the very first measure.
How can I do?

What you have is correct and should do it. Check in Staff Attributes > Items to display > if Measure Numbers is de-selected.

It is selected on Measure Numbers in the Staff Attributes.

I'm not sure what you can attach on this form, but it would help if one could see your file (just a page, no notes)

You should note in your signature which version Finale and which operating system (I am using Windows Fin 27.3 and it works just fine)

1) What version of Finale? What version of Mac OS?

 

2) If you e. g. check the box Show On: Bottom Staff, then does that make a difference?
