I'm new to Finale 25, running on Windows 7. I have decades of experience with a different notation software that allowed you to edit the properties of each note.

For the life of me, I can't find this in Finale. My graphic interface is showing me this:

In the first measure, the stems are one staff space too short for my taste. 

When I go to Tools>Advanced>Special Tools>Stem Length

It changes the stem length only for the half note. 

I can change the stem lengths for the beamed notes, but the beam doesn't follow it. 

If I change other notes measures to the lowest line, the stem length changes to be short like this. 

Do I really have to create a custom beam here?

You're looking for the Beam Angle Tool in the Special Tools. When you click on the first note, handles appear. The first one changes the height for the entire beam; the second changes the angle.

 

Counterintuitive, I know, but that's the tool for the job.

The question is, why does that happen in the first place as the default?   So annoying...  compare the stem length of the 16ths in these 2 passages.  First set looks OK, second set is awkwardly short.  Is this a bug, hopefully being worked on?

Try this:

Document menu > Document Options > Beams

Select the option “Allow Primary Beam Within a Space”.
