Widows 10 Finale 25.2.0.92

I want to copy 25 measures of notation from level 1 in one Finale document to level 2 in another finale document to create a piano score.

I suppose that you by your word “level” mean “Layer”, right?

 

To move notes from one layer to another layer:

Edit menu > Move/Copy Layers…

 

To copy/paste only one layer, without affecting other layers:

Document menu > Show Active Layer Only

“Show Active Layer Only” also means “Edit Active Layer Only”.
