I'm getting odd looking notes and a bunch of scissors and arrows when I go to enter notes on a staff.   New to Finale and this was the way it was out of the box.

This sounds like a problem with the music fonts.

I would try a re-install of the music fonts.

Peter is on the right track. Here is a knowledge base article with instructions on reinstalling MakeMusic's fonts: Music fonts display incorrectly.
