i know the order of instruments can be set at opening a new file,
but what about if the score is already half-way done,
how to change the order of the instruments?

It would be a lot easier to help you if we knew what version of Finale you are using and what computer operating system. Best yet, use the pull-down link under your name in the gray stripe at the top of the screen to put the info in the info box at the bottom of the Profile screen. The any one who needs to know can clicn you name in a post and see what program and OS you are using.
Newer versions of (Full) Finale can also reorder staves (for the entire score) in the Score Manager.
