I just downloaded the Finale Notepad and would like to use a 4/2 Time Signature but am unable to do so as the selection is limited.
That's one of the many limitations of NotePad. You would have to upgrade to PrintMusic, unless you can find a copy of SongWriter (no longer sold by MakeMusic.)
