Why, when playing Finale using VST and using Garritan instruments, and I choose export --> audio file, is the mp3 option is missing?  In order to export as an mp3 file I have to play using midi and use the not-as-nice midi instruments.  As soon as I do that, the export as mp3 option is there. Is there something unique about VST/Garritan instruments that would not allow mp3?

I'm using Windows 10 with the latest build of Finale.

As far as I know, that has always been the case. You might try recording into Audacity, and converting to an MP3, there.

Bummer!  I guess I haven't used Garritan instruments that much.  I finally have a new version of Finale and a nice laptop powerful enough to load them all, and then I realize I couldn't export as I typically did.

Good suggestion about Audacity.  Never recorded into it before, but it's worth a try.

You cannot create mp3's from VST instruments in Finale, only when Finale is set to play through MIDI. This is, as Mike R has said, a long-standing situation.

Create the WAV files and convert them elsewhere.

Yes, Wave, then iTunes for mp3 on Mac.
