Indeed this is a task Finale can do.

Since I do not know your piece/score (= Time Signature, Number of staves/instruments &c.), I can only give som generel hints:

Utilities menu > Change > Note Durations…

This is the command you want to use.

However, empty measures in a staff can be a problem, and cause the music in that staff to get shifted relative to the music in the other staves.

To avoid that the music gets shifted,

either

- fill the empty measures with real rests,

or

- change the durations, not in the entire document “at one fell swoop”, but rather in smaller regions, one by one.
