My setup: Finale, version 25.3.0.276; Windows 10 64bit.

The problem:

If you create a score with a Pickup measure, enter the notes etc. for one part and try to copy the complete part to another, the articulations and expressions end up in the wrong place. Also, dotted notes end up as ties.

If you copy everything but the pickup measure, everything is fine. Copying only the pickup measure to the destination pickup measure loses all articulations.

Your best bet for a variety of reasons is to set the pickup measure with its own time signature but to display it as the time signature of succeeding measures.

… dotted notes end up as ties …

My first suggestion is that you go to

MIDI/Audio menu > Quantization Settings > More Settings

and select one or both the options that “Allow Dotted Rests”.

Yes, I know.

It sounds crazy that a setting for rests would affect notes.

But that is “just one of those things”.
