 Using Finale 12  ... in  Windows 10 . I have no trouble inputting notes and lyrics but can't find a way to place chords on the page. 'Help' told me to use the text tool and to then to choose 'text', but  nothing happens after selecting the text tool itself.

This sounds strange. Finale has a Chord Tool for entering chord symbols. I wonder why 'Help' did not tell you about the Chord Tool. Are you using the "full Finale” - or one of its smaller siblings?
