I've always been able to select less than one beat with the Selection Tool, e.g. selecting only half of a quarter note to copy it (as an 8th note) somewhere else, or select only 1 sixteenth note from a group of 4.  For some reason I can only select an entire beat now - is there some setting I accidentally changed?
