Hi - I'm on MAC OS 10.9.5, Finale 2014.5. I have been using the note mover tool to do some cross staffing.  Sometimes the stems extend from the bass up into the treble and sometimes they do not.  I would prefer in this situation to not have them extend from the bass.  I can't seem to figure out how to control that.  I prefer the second example in this case.

The two examples are not musically identical.

The first example has a lot of (hidden) 16th rests.

 

If the second example is what you prefer, then notate in that way:

Put the upper part in the upper staff, the lower part in the lower staff.

Then, use the Cross Staff plug-in to make the six 8ths display in the upper staff.

(You can also do it with the Note Mover Tool, but the Cross Staff plug-in does the job for you)

The OP could also use Layer 2 for the down-stem notes in the upper staff and hide any rests in the lower staff.
