My score is producing absurd imbalances between the instruments in playback.  

Firstly, why should this be?  Why would the default be to make, for example, the harp deafeningly loud, and the piano and singers inaudible?  The dynamic markings are all the same.  

Secondly, why is it that every time I edit the key velocity/continuous data for the respective instruments and click ok, it immediately resets to the number it was before?

When I adjust the balance between instruments in the Aria player "mixer", then close the aria player, and then reopen it again, the settings have also changed back.  

 

In the case of the MIDI tools problem, it doesn't have ANY effect.

In the case of the Aria player problem, it seems to change the balance temporarily only, whereas I want to effect a permanent change in the relative balance between the instruments in the score.

Don't try to adjust levels in the Aria Mixer. Those levels reflect HP dynamics in your file and change as they do.

To set a constant balance between instruments, us the Finale Mixer (CTRL-SHIFT-M) found in the Windows Menu. (There is also a column in the Score Manager--although you may have to add it manually--that sets these Finale Mixer levels numerically.)
