From your attached graphic it looks like you have adjusted the measure widths (not the note spacing) - right?

Try this:

1) Open the Finale document that causes trouble.

2) Document menu > Document Options > Multimeasure Rests.

3) De-select the option

Update Automatically

Explanation:

During the initial phase of inputting the music (probably from Scroll View) you may sometimes input music into a multimeasure rest (multimeasure rests are visible in Page View, but are not visible in Scroll View).

The option {Update Automatically} will automatically break the multimeasure rest, and at the same time reset all measure widths to the defaults.

You do not need the option {Update Automatically} during the later phase when you have begun working on the layout.

Have a look at the plug-in JW Space Empty Rest. It checks and turns off update for you when you use it and makes the rest spacing look more pleasing. It comes included with Finale 27.
