Mine is Finale v.25. Can I draw that quadrangle like above in the Finale? Or at least circle.

You mean the rectangle containing the staff and the number 4 - right?
Yes, you can draw like that in Finale v25.
You can create the shape in the Shape Designer.
You can add your new shape to the score via the Expression Tool (= shape expression), or via the Articulation Tool (= shape articulation).
In this particular case I would use the Expression Tool.
