 I am composing a piece in four movements. Finished the first mvt. For the second movement I am using movement 1 as the template clearing all items. However, I need to add staves which were not in the original file. Everytime I add staves it puts all the tempo markings of mvt. 1 into mvt. 2?

What do you mean by "clearing"? Did you delete all measures except the first?

No. Under edit, clear all items. CLEAR ALL ITEMS. All the measures are still there

Once you Cleared All Measures, did you close and restart Finale?

If not, then you might try the other: delete all but the first measure; save and close Finale; re-open and start work.
