In your attached graphic the red rectangle is displayed over the whole system ?!?

“Cutaway” can be done via a staff style that hides the other measures in the system.

Or do you mean “show on specified system? (not on whole document)” ?

If I understand you correctly - empty staff is hidden on entire piece - you have hidden the empty staff via

Staff menu > Hide Empty Staves

- right?

You can “un-hide” for only one system:

Click a measure in the system, and go to

Staff menu > Show Empty Staves
