What is the problem you are trying to solve?

You can drag the lower left palette corner to adjust the palette’s height/width.

In the {Preferences - Palettes and Backgrounds} you can choose to display Large Tool Icons.

I may have answered my own question. I use Finale on Mac and Windows. I just finished installing Finale 26 on my Surface (Windows 10 Pro) and the Customize Palettes is there. It must be a Windows-only feature: Under the "Window" menu on the Windows version of Finale there is a menu item called "Customize Palettes" which allows you to rearrange the default location of the various icons.
