Region start measure issue

I'm using Windows Finale 2012c and having a problem getting my second region to start with a different measure number than the actual measure number i.e the region goes from measure 250 - 303 and I want it to start at measure 1 but I can't get it to change from 250 - 303. Screen shot attached. I have tried renaming the finale.ini file and restarting the program, deleting the regions and starting again, but it did not make any diffrence so I have reinstated the original finale.ini file.

My first guess would be file corruption.

Does your problem occur in all Finale documents - or only in this particular document?

Thanks. It's occurring for all files, but I have figured out a way round it. I created the second region twice initially and then edited the first one to cover the initial measure range required which started at 1 and so wasn't a problem.
