I use many open tunings for my guitar compositions. My publisher now wants only Finale manuscript . I cannot get the manuscript section to show or add a low "C" (below middle "C") etc. I can put it in as tab but Finale defaults up an octave. I the score manager transposition won't behave since I use multiple layers.

I am not sure about the meaning of your words Finale “manuscript”.
Are you saying that you are using the font Broadway Copyist - to get a “manuscript look”?

I do not know of a “coupling” between transposition and layers.
To me it seems that transposition and layers are fully independent.

If I understand you correctly, higher notes behave correctly, right?

Is the option {Respect Instrument Ranges when Copying or Changing Instruments} selected or de-selected?
