I don't know if I'm missing something but it seems in the past there was a way to set up an expression list that would allow check boxes for all staves in both score and parts. Now, if I want a tempo direction to only appear at the top of a score, but appear in all parts, I only seem to have the option of placing it in all staves in the score and then shift-clicking each unwanted expression handle and going through steps to make it disappear in the score, but staying the parts.  Whereas before, I'd only need to select the appropriate assignment tool I programmed.

Did something change here, or is there another way?

Take a look at the expression category’s Score List.

This used to work for miscellaneous category.  Now one does not have that choice there. Only Tempo Markings. No longer programmable near the assign button

To make a tempo direction use a Score List, move the tempo direction to a category with a Score List, e. g. the category Tempo Marks (or perhaps the category Tempo Alterations). *)

When you have moved an expression to another category, you can reset the expression to the other category’s Fonts or Positioning, or both.

 

The category Miscellaneous has never had a Score List. You must be thinking of an older Finale version, without categories, and without Score Lists (but with Staff Lists instead).

The older Finale versions had a quite different Expression Tool, with Note Expressions and Staff Expressions (If I Recall Correctly).

The category Miscellaneous is the place where Finale puts all expressions when opening and old Finale document from the time before expression categories.

You might say that the Miscellaneous category is the “non-category” category.

 

*) The categories that have a Score List, are Tempo Marks, Tempo Alterations and Rehearsal Marks.

You can create a new category by duplicating an existing category, and editing the duplicate.

If you duplicate a Score List category, then the duplicate category will have a Score List, too.

I had figured something out along those lines. It's just I seem to remember being able to program staff list placement of expressions on an individual basis, rather than have it a s setting for an entire category/
