I know D.S. al Coda, but I am not sure what D.S. al Capo means. Assuming you mean the former, I suggest you select the Repeat Tool and double-click on a selection.

Or is it the signe you want? In any case, you will find it where Adrian says.

I too now have no more D.S.... D.C... CODA sign... DS al Coda... DC al Coda ... Signed sign.... GO to Measure.... only have Forward, Back, Back Ending and Ending options... 

I now have to create the DC and DS... and there is not Coda or Signe sign... 

Re-installed v. 25... been using for 20 years and now just disappear

What are your Finale and OS specs?

Can you post a screenshot of your Repeat window?

Did you only pull down the Repeat menu or use a right-click context menu, that appears when you select the Repeat Tool, or did you double-click a selection in the staff for the repeat panel?
