I can’t tell looking at a little YouTube screen on my iPad but it is likely that the score you’re looking at is done in Finale.

You will need to be familiar with many of the custom layout, measure and other tools available to you in Finale. The default templates will not look like that. Pretty much anything you can think of can be done once you learn how — this is not true with most other notation apps.
