Mac OSX 10.9.5, Finale 2014.5

How do I evenly space staves and systems so that EACH page top and bottom margins are the same? No matter how much I move staves around, one page is nearer the top of the page then the other one; seems to alternate. I have the same number of systems and staves on each page; 3 vocal lines, 2 piano accompaniment lines. I write music for my church choir, and I always have to physically cut the pages and print so they look uniform. Doing a lot of music writing during the stay home time ordered (glad for the order!)  I've looked in page format, doesn't seem to help me. Thanks!
